Combine the flour, cocoa powder, salt and cinnamon together in a large bowl. If the cocoa powder has chunks, sift it together with the flour to get a smooth consistency.
Make a well in the center of the dry ingredients and pour in the sugar, eggs and milk.
Use a fork to mix the ingredients until a shaggy dough forms, then use your hands to bring the dough together and knead until a smooth ball forms.
Cover the dough and place in the fridge to rest for at least 20 minutes.
Liberally dust your work surface with flour and roll out the dough with a rolling pin into a thin sheet, then roll up the sheet into a carpet and use a sharp knife to make straight downward cuts at a width of about 3mm or 0.11 of an inch.
To cook, bring a large pot of water to boil (no salt) and then boil the pasta for 3 minutes.

Combine the Nutella, sugar and cream in a small saucepan and whisk gently until well combined.
Once the pasta is ready, drain the water and pour the Nutella sauce over it. Continue heating over medium heat until the Nutella sauce combines with the starches in the pasta and thickens slightly.

Cut the stems off the fresh strawberries and then cut them in half lengthwise. Use a paring knife to cut a v-shaped notch near the stem end so the strawberry half resembles a heart. Arrange the strawberries on the chocolate noodles.
Rough chop the hazelnuts and sprinkle them on the chocolate noodles.
